Hajj from Morocco: registration, quota and how it works

Wiki Tours International · Published on · Updated on

In Morocco, Hajj is not a trip you book: it is an official registration overseen by the Ministry of Habous and Islamic Affairs, followed by a public lottery. Demand far exceeds the national quota granted by Saudi Arabia, which is why the lottery exists. Here is the full process, step by step.

Hajj in Morocco is not a booking

This is the first thing to understand, and it surprises many people: you do not "book" Hajj the way you book an Umrah. The major pilgrimage is organised nationally, under the supervision of the Ministry of Habous and Islamic Affairs, because Saudi Arabia grants each country a limited quota of pilgrims.

In Morocco, applicants each year far outnumber the available places. That is precisely why a public lottery decides among registrants — detailed in our article on the Hajj lottery.

The steps, in order

  1. The official announcement. Each season the Ministry announces the opening of registration, the conditions and the calendar. The official announcement is what counts — not social-media rumours.
  2. Registration. Filed with the local authorities (administrative annex / caïdat where you live), with your national ID card. You receive a receipt: keep it.
  3. The lottery. Held publicly, with witnesses and authorities present, and the results are announced officially.
  4. Notification and payment. Selected applicants are informed, then pay the program amount according to the set schedule.
  5. Preparation. Medical file and vaccinations, religious guidance sessions, handover of documents and the travel program.
  6. Departure in an organised group, during the Hajj period (8–13 Dhul-Hijjah).

> Important: the precise conditions — age, priority for older registrations, number of places, amounts — can change from one season to the next. Always rely on the Ministry's official announcement for the current year.

Two routes: the official program or an agency

The national quota is split between the Ministry's program and that of licensed travel agencies organising Hajj. Services, price and guidance differ. We compare them in Ministry program or agency program, and detail what the amount covers in the real cost of Hajj.

Hajj and Umrah are not the same

Hajj is the fifth pillar of Islam, obligatory once in a lifetime for those able, on fixed dates. Umrah is performed year-round, booked directly with a licensed agency, and depends on no quota or lottery. Our article Umrah or Hajj details the five real differences.

If you are not selected in the lottery, Umrah remains available this year: read what to do after a negative result.
