Hajj in Morocco: Ministry program or agency program?

Morocco's national Hajj quota is split between the Ministry of Habous's official program and that of licensed travel agencies. Both routes lead to the same rites, but differ in amount, service level, accommodation and guidance. Here is how to compare them properly.
Two routes, one pilgrimage
Whether you travel via the Ministry's program or a licensed agency, you perform exactly the same rites, on the same dates, in the same places. The difference is not religious: it is logistical and financial.
Both routes go through the same door: official registration and the lottery (how it works). Neither bypasses the quota.

How to choose
- Budget first → the official program is generally the most affordable.
- Comfort / proximity to the holy sites first → an agency package may offer better-located accommodation at a higher amount.
- Elderly or reduced mobility → ask about distance and on-site assistance; that criterion changes everything, exactly as with Umrah (see the tiers).
The prudence rule
