The Hajj lottery in Morocco: how the draw works

The Hajj draw exists for a simple reason: applicants far outnumber the places in the national quota. The draw is held publicly, before the authorities, and its results are announced officially. Here is what to know — and what not to believe.

Why a lottery?

Saudi Arabia grants each country a quota of pilgrims, calculated to manage crowding at the holy sites. In Morocco, Hajj applicants far exceed that quota. To decide fairly among registrants, the authorities hold a public lottery.

So it is a supervised draw, not a commercial queue nor a matter of connections. No agency or intermediary can "guarantee" a place — see below.

How the draw is conducted

  • It is organised locally, at province and prefecture level.
  • It is held publicly, with representatives of the authorities and witnesses present.
  • Results are announced officially: lists posted at the local authorities and announcements from the Ministry of Habous. Always check at the source.
  • Depending on the season, priority rules may apply (such as registration seniority or age). These are set out in that year's official announcement.

Three myths to discard

  1. "An agency can guarantee me a place." False. The draw belongs to the authorities; nobody can promise an outcome. Such a promise is a major red flag — the same instinct as verifying a licensed agency.
  2. "Paying more improves my chances." False. The draw cannot be bought.
  3. "Results circulate on social media first." Be careful: every season, fake lists spread. Only the official source counts.

And if I am not selected?

This is the most common situation, and it is disheartening — especially after several attempts. Two things to know: your registration can be renewed the following season per the announced terms, and above all, Umrah remains immediately accessible, with no quota and no draw.
